Institutional Strengthening

The Academy for Leadership in Competitiveness and Prosperity (ALCP)

ALCP is a cutting edge program designed and delivered by OTF that equips young professionals with the tools to take greater ownership of their country’s development strategies, make better decisions, and drive effective execution. OTF Group defines successful leaders across all levels of an organization as those who can guide and motivate others, recognize patterns (both quantitative and behavioral), work well in a team and integrate disparate approaches and frameworks.  The ALCP curriculum was framed with these leadership traits in mind, and compiled with three modules, covering foundations of competitiveness, strategy & business productivity techniques and an integration module, aimed at proposing means of applying the first two modules within our local context.  To date the ALCP initiative has trained over 100 young professionals in Rwanda and Angola. It will launch in Southern Sudan this year through a World Bank funded project.

World Bank Comprehensive Development Framework

OTF directly supported the Country Directors and Country Teams for Zambia, Romania, Mozambique, Bangladesh and Nigeria as they revised their Country Assistance Strategies (CAS) process and conclusions to increase client nation leadership and Bank responsiveness to client nation needs. President Wolfensohn’s office funded a Leadership Development Program specifically to disseminate the results of this effort to the rest of the Country Director community.  A complete transfer of materials and corresponding training completed the transition of program leadership back to the World Bank.  President Wolfensohn publicly credited OTF efforts with proving that the Comprehensive Development Framework Initiative can work and represents an effective vehicle for donor support of client nations. Quantitative surveys of client nation and other donor organization feedback about OTF and World Bank country teams consistently averaged 6.2-6.9 on a 1-7 scale for satisfaction and quality of result.
