Randall Kempner is a co-founder and an active advisor to the OTF Group. He once served as a vice president for the OTF Group. For the last decade, Randall has been advising private and public sector leaders throughout the world about innovation-based economic development. He is a founder and principal of Prosperity Strategies, an economic development consulting firm based in Austin, Texas and Washington, D.C.

As Vice President of the OTF Group, he served as the lead advisor to the Clusters of Innovation Initiative, a three-year project sponsored by the U.S. Council on Competitiveness and directed by Professor Michael Porter.

Randall recently accepted the position of Acting Executive Director of the newly formed Center for Regional Innovation under the auspices of the U.S. Council on Competitiveness.

In North America, Randall has coached a diverse group of clients, including the Washington State Technical and Community College Board, the New York City Economic Development Corporation, and the Greater Austin Chamber of Commerce. He recently served as Chair of the City of Austin Economic Development Task Force, which developed a public sector strategy for how to foster cultural vitality and the creative economy within the region. Randall also has an extensive international background, having led OTF competitiveness initiatives in Bermuda, Colombia, El Salvador, and Peru.

Randall is a widely sought after speaker on competitiveness and regional innovation throughout the Americas. Recently, Randall has presented at the 2003 U.S. Economic Development Administration Biannual Conference in Washington and the International Biotechnology Conference (BIO) in Toronto. He was a featured speaker at the 2003 Texas Economic Development Council Spring Meetings. Randall has extensive experience as a facilitator and moderator and has participated in dozens of training sessions on economic development and competitiveness, lecturing in both Spanish and English.

Randall graduated from the University of Texas at Austin with a Master’s of Business Administration and a Master’s of Public Affairs. He earned his Bachelor’s degree in Government from Harvard University.
